A big part of the reasoning to stay with 8nm is due to costs... 8nm is less congested than other leading nodes which results in lower prices at a equivalent die-size.
However keep in mind that Samsung 8nm process is just a refined 10nm node, but automotive grade... Which means it has tolerances for -40°C to +105°C operating temperature ranges.

But you are right, the Tegra Orin design was ratified and designed for Samsung's 8nm process, it would cost a hefty sum amount of money and time to port it to something smaller... That will likely come with a platform refresh in a few years time.

Comparing it to the original Steam Deck, it should outperform it. - nVidia's GPU technology is vastly superior to AMD's currently.
Where AMD would likely have the advantage is on the CPU side of the equation.

As for Steamdeck 2... Nothing has been announced, no hardware has been demonstrated, we know nothing about it... It might not come to market for years yet... And obviously something newer should be faster than something older.
