But the two possibilities of who to blame are not comparable. One of these is directly deciding how much money somebody gets paid and the other is just vaguely competing maybe for your job possibly. On an individual basis, the concept of pick yourself up by your bootstraps is reasonable to tell somebody else as advice. But when we're talking about larger systems I can't think of any case of it having an effect on the large scale.
