Now is the time to start questioning whether they are lying or not because that is absolutely unclear. Why would it be as of the same date they said before?

It's "As of March 31, 2013". They forgot to adjust the date. I know how it is from my own work, you have to adjust two little things and you still forget to adjust one - that's just humanly. Probably, they will adjust the date later on.
