Could just be like PS5 also. PS4 Pro didn't really get developed with PS4, or at least the potential future of PS4 Pro was vague at that time, but due to the success of PS4, and the attempt at PS4 Pro after it, it makes total sense if you're going to keep doing mid gen upgrades, to develop both together at the same time. PS5 was done like that and it only makes sense that PS6 would as well if they plan to keep doing the same thing.
You could be right though. Something more like the XBSS/X launch, or could also be a handheld/hybrid + console launch due to tech like PSSR.
