Resident Evil 4 gets my vote; detailed character models, moody lighting, stunning effects work, and cohesive artistic direction.
Rogue Squadron II & III are stunning as well, and their highs are arguably even better than RE4, though RE4 is more consistent.
Honourable mentions to Prime 1 & 2, Starfox Adventures, and F-Zero GX.
