#16: Part of the hint refers to Poochie in Itchy and Scratchy but I can't figure out the game from that.

Resident Evil 4 is correct (first clue refers to herbs, second to Novistador eyes).
And the Poochie part was absolutely correct (given your username, I guess I shouldn't be surprised you got a Simpsons reference), which led to @s.Peelman swooping in and guessing correctly with Yoshi's Woolly World (which was ported from the Wii U to the 3DS as Poochy & Yoshi's Woolly World).
