You probably didn't notice but you literally posted the solution.

There is no French version of Kotor that you could buy. You can only buy Kotor. The version that will be downloaded depends on your region/language setting. Since you're located in Belgium and use Dutch as a language, the system will download the version that is linked to your settings which is French since French is one of your countries official languages and a Dutch version probably doesn't exist. (Btw. French is understood by 89% of the population according to Wikipedia while English is only at 40%, so why should English be the default language?)

Change your location (and/or language setting) on your Xbox. Simple as that. After the download you can (likely) switch back.
