Nowhere in the video was this stated. What was stated (and the point of the video) was that the overhead due to DLSS Ultra Performance potentially restricts 720p-> 4k to 30fps rather than 60fps and 720p -> 1440p 60fps might be a more attainable target. 

That you still think that the argument being made is that "it looks better at 30fps" precisely supports my point. 

In the video he says 30fps can generate a better image. i'm a little busy but i remember him saying that.
