Why would a Steam Deck be less useful to you?

1. Literally thousands of your Steam games are compatible and could be played anywhere, without dependency on another device or internet connection.

2. If that ain't enough, you could also play lots of other PC games (DRM free or via other launchers) on it, without dependency on another device or internet connection.

3. If that ain't enough, you could also emulate thousands of other games on it, without dependency on another device or internet connection.

4. If that ain't enough, you could also stream games over different game streaming apps/services as long as you have a decent internet connection (doesn't have to be your own Wifi area).

1. A major deal breaker for me is not adding to the game clock/game log if you play offline. If I was per say to travel on airplane and not have access to Wi-Fi, my game log wont be updated.

2. I dont plan to use any other apps/launchers.

3. I'd rather save the money and get a laptop if that is the case for both Steam and emulation - and on top of that to be able to do other stuff that I would use a laptop for in general use.

4. No use for me

Edit: With your points, fine - the PS Portal is more useless - regardless, still not getting either device because its not worth it for me. The PS Portal is literally the worst device Playstation has made since the PSVita.
