Call it whatever you want. I don't think the sales in the West are going to be as high as Square-Enix was banking on too. It's not 1999 anymore, keeping 3rd party content away from platforms and only fixating on one ecosystem for what's supposed to be a "big brand" IP is dumb.
For Capcom in the long run, Street Fighter VI will probably outsell SFV because it will in part inevitably get a Switch 2 version and the extra copies you get from an XBox release and so on.
