1, Sony just doesn't really care about it's Japanese customers, and they are allocating more systems to the west

Or 2, Sony is creating artificial demand for the system

For Japan, they've shipped more in one quarter than they in the history of any playstation system. But we already know that they care more about wester console purchases since they translate into more overall engagement/income.
