Will Zelda ToTK suffer a similar fate to Cyberpunk 2077?

I would seriously doubt it, because it's Nintendo we're talking about here. That, and it's one of their flagship titles. I doubt they'd ever let a mainline Zelda out the door in the shape that Cyberpunk was in when it launched.
