She didn't receive anything since she wasn't hired. You mean how much she was offered? Whatever it was it was less than 4k which is being throw around as the base payment for VA on expected duration of work.

Maybe.  On the other hand if VA is important and does suffer, than the market will start dictating stronger salaries.  The market is what the market it.  Forcing higher salaries than the market allows, IMHO, is a horrid idea.  I'll pick on my cousin, who has a nordic poetry degree....  she doesn't make 1/5 what I do as a chemist.  Am I suppose to give her my money because she picked a terrible degree?
