Part of national security is the data of its citizens and stability of their economy. As such, some of the larger gaming companies like Sony and Nintendo are in tier 1. Sega Sammy is tier 2 while companies like Capcom and Square Enix are tier 3.

Nintendo is probably on there because it is arguably Japan’s single biggest cultural export to the rest of the world.
