uhm yes and no.
As far as I understood it, you can only convert Gold to Ultimate for $1 if MS does one of these big sales where they offer the $1 upgrade. If your account was already subscribed to GP at one point in time, you won't get the offer outside of these sales.
You can, however, max out your Gold subscription, then buy one month of Game Pass Ultimate and it will convert your Gold to GPU 1:1 instead of using the actual conversion rate.
