Yeah, the bit at about 7:05 echoes my hypothesis from a few pages ago: SROs fail to deter shooters because we are often dealing with targeted violence by a suicidal individual and they can increase casualties by ensuring that the individual comes more heavily armed/prepared in order to counter that armed presence.
Honestly, this example is just about the clearest example of "Defund the Police" I've seen. Police here seem to largely be doing more harm than good, even if they are serving with good intentions, and transferring funding from the police to mental health services and other community resources would be a much better fit to tackle the problem (and many more).
