They can't just "lock" everything to 1080p and 60fps. The chipset in the Switch is limited and they can't just provide a "better" chip without running into possible compatibility issues and/or patching each game for the specific spec. It's not like in the PC space where games are built around scalable hardware. The only other way to do it would be to brute force it through emulation with SIGNIFICANTLY better hardware. It's just not feasible for an iterative version.
