IMO, I would rank it something like this:
SS: 136M+ PS2 and Nintendo DS
S: 101M-135M Wii, PS1, PS4, Gameboy
A: 71-100M 3DS, PSP, GBA, 360, PS3,
B: 46-70M SNES, Xbox One, NES
C: 26-45M Atari 2600, Sega Gen/Mega, N64
D: 11-25M Wii U, PSV, Gamecube, Xbox
E: 0-10M Everything else. Includes Turbografx, Intellivision, Gamegear, Saturn, Dreamcast, etc.
Personally I think E tier should be included as these consoles put a significant financial strain in most cases for the manufacturer and, in some cases, even caused their demise as a hardware manufacturer. And I think that jumping from 30 to 50 million between tiers is just too significant of a bump. Spreading this out by increments of 5 makes more sense. E is 10, D is 15, C is 20, B is 25, A is 30, S is 35, and SS is beyond. This allows for getting up to the next tier to be a more significant accomplishment every time. Going from B to A shouldn't be the same difficulty as going from A to S as it is in your chart IMO.
