It has absolutely nothing to do with anyone being a moderator, any user, regardless of who they are cannot shut down another user who is discussing something.
Moderator abuse would be... If you know. I actually used my moderator powers to remove/shut down discussions/individuals outside of my scope of responsibility. (And that will never happen.)
