Yeah, they definitely already started some development on TES6. Back in March 2019 they released a video for The Elder Scrolls 25th Anniversary, and in that video they showed how they are using photogrammetry to scan real world assets into TES 6, and revealed that they brought in infamous Skyrim Grandma Shirley Curry to do photogrammetry and voice over for a companion character in TES 6. The game is definitely already in actual development, not just pre-production, but it is indeed likely that the dev team won’t be fully staffed until after Starfield releases. If the rumors of Starfield releasing in 2021 are true, I would guess that they will be able to get TES 6 out in 2024 or 2025, considering that the current smaller dev team will have already gotten a decent amount of work done since 2018.

Good to get some confirmation. 2024-2025 is a later range than I would expect, but with how little info we've gotten it's really anyone's guess.
