Sony let it happen because they care about making money, not selling as many units as they possibly can. To give an extreme example they could've cut the PS4's price down to 50 a year ago and blow past the PS2's numbers but they would've lost a ton of money doing that so instead they keep the price at a level where they can make money of the hardware and still sell a lot of PS4's in the end maximizing profit. Now with the PS5 released they want people to buy that instead of the PS4 so are rapidly moving away focus from the latter with the exception of certain game releases to get extra software sales.
