Are the fps capped to 60 for any reason? Check it with an fps-counter-overlay (Nvidia experience, MSI afterburner...)

Thanks for that. Turns out vsync was capping my frames during fullscreen, so I switched it off for the benchmark. Also thought that the 1080p score was especially odd. 

Here are the accurate benchmark scores.

Seems about right. 3070 giving an over 100% performance boost at 4k when compared to the 980ti. Much smaller boost at lower resolutions, apparently due to a CPU bottleneck.
