Why wouldn't it? Series S is marketed as being in parity with X but at lower resolutions. MS built it with the same fps performance in mind but we're seeing developers are having to make additional compromises
Edit. Well yeah for clarity PS5/Series X versions are 60fps. Thats why this is news
