What's next for Naughty Dog?

Most likely a new IP. Something different from what they've done up to this point to try and challenge themselves. That'll likely be a mid-gen PS5 title.

If they ever do Last of Us 3...

...it would have to be one that would give a proper conclusion to Ellie's story. Whether they give her a happy ending where she lives peacefully with Dina and JJ in Jackson or if she finally sacrifices herself for a vaccine or cure, whatever. Just something that will serve as a satisfying conclusion to her story. And also further develop the dynamic between her and Abby and bring their relationship full circle. I don't know how they would do that, but I certainly don't think having Ellie forgive Abby or vice-versa is the answer. The natural progression, based on how Last of Us 2 ended, is to just have them hate each others' guts right to the very end, but at least develop their relationship to the point where they understand each other, see themselves in one another, and come to terms with that.

While I'm sure there's more they could do with Abby and Lev, if it's just about those two, I wouldn't be interested. I don't share the massive hate boner for Abby that everyone on YouTube videos and Twitter seem to have. I'm still indifferent to her, though I DO like Lev. 

But Last of Us is Ellie and Joel's story. It'd be like making Dragon Ball without Goku. It just wouldn't feel right. For me, anyways.
