Besides Tekken and Smash, there's actually a bunch of fighting games that have sold more as well. That still doesn't make ARMS a failure though.

Edit: Updated the list with a few new numbers. I noticed that many of these games' numbers aren't updated in VGC's database but I guess that's due to lack of staff.

While I can see how games like DB Xenoverse and Naruto Ultimate Ninja Storm fit the definition of fighting game about as broadly as ARMS itself does, Kakarot is a goddamned RPG lol. Having it on that list makes no sense whatsoever.
