Depends on how you want to measure it. A pedophile will get off to both.
I absolutely have no issue with children behaving sexually suggestive. It's what children do, they ape adults. The actresses probably had a lot of fun doing this without thinking anything bad about it. Probably because it's nothing bad. It's just people dancing.
