The first Xbox had x86 architecture under the hood as PCs. It launched one year after the PS2 for $299, gaming PCs still 5x - 10x of the console price.

Again still with my second point, PC gaming just wasn't the way it is now. 

I will rephrase though:

Modern consoles haven't been this far ahead price/performance ratio for several generations.
