Spoiler ahead! They say Joel killed innocent people to survive, but it's never implied he blatantly murdered people just to survive. He may have asked someone for food or supplies, they said no, he got into a fight , turned ugly and he happened to kill them , as fighting meant survival. I doubt he ambushed innocent men and woman from the corner like hunters in tlou1.
