I don't think 89 is year one. He seems to be pretty experienced in that film.

You need to watch it again. They est early on he is just beginning. Two thugs on a roof think the Bat is just some rumor. Batman shows up. Tells them to tell all their friends about him. "Don't kill me, man, don't kill me!" "I'm not going to kill you, I want you to tell all your friends about me. "What are you?!" "I'm Batman" Everyone is shocked at this man dressed as a Bat. At one point in the film they est the 6-foot bat are recent appearances and not sure if man or creature. They don't outright tell you like modern films esp in modern marketing. Gordon doesn't know who he is. Tries to stop him a couple of times. End of the movie Gordon trusts him and for the first time, we see the Bat-signal as it is unveiled. They just drop nuggets through the film and easy to piece it together. This is Batman year 1.
