I would call Ratchet AAA, its just a different genre which typically requires less resources.
Halo 3 to Halo 4 on 360 actually represented a much bigger visual leap for me (bar resolution), but for fans who are already on board I think that gameplay additions like the more open map and the grabbling hook, probably carry more excitement then for jaded folk. I haven't played a halo game since 2012, so I really was hoping for that big, revolutionary reboot but it really felt like a smooth but fairly random selection of gameplay with none of the suspense I've come to expect from gameplay reveals.
