I reckon it’s because there may be room for a big price cut, still basically full priced since launch, and to push the console into poor/developing countries, and to the people that don’t have the luxury of buying video games like the PS1 and PS2. The world is a different place now than when the PS1/PS2 and PS2/PS3 co-existed as a cheaper last gen/expensive next gen console. 

130m is a reasonable target, but we will find out in the coming years.
