I wonder if that report had any doing in making those leaders overconfident. Complacency is the enemy of success.

More like now wanting to face reality an taking the wrong route to tackle the virus are more realistic reasons. Also the fact that both valued the economy higher than the deaths that the virus could incur, something that's backfiring hard as it does not, and will not solve the problem at all and just leads to prolonged lockdowns.
