Dreamcast easily for me. Hate to state the obvious but it was way ahead of its time producing graphics that competed with consoles that came out 2/3 years after it. Also had more innovative games for me that still play great today. Also who doesn't love the little VMUs, they were unnecessary with most games tbh but the few times they worked they added a little something that we haven't had with any other console!
Biggest thing that held it back was the controller - I still don't know why it didn't have 2 analog sticks as that was the new norm. Xbox also launched with a shit controller but they did at least upgrade it with a much better 2nd revision.
