2) they cant give vaccines for everything, so they try to "guess" which flu will spread and hit their country in advance, and vaccinate before then.
 This means they sometimes "guess" wrong, ei. you give them a vaccine that doesnt help against the flu that actually hit you.

Theres already 3+ strains of coronavirus (covid19) out there (and 1000's of mutations).
This means that a american vaccine that works against the american version of this virus, might not work against the european one, and vice versa.

Its a mess.

But like with every virus you do not always need the exact strain + mutations,just something that is close enough but weaker for the body to be able to build resistance against it that it can ultimately use against the strains and mutations that are dangerous when needed.

I greatly lack knowledge because to grasp it more clearly there are so many aspects to consider and i and assumingly most in this thread are no professors in this branch but this virus is not necessarily more difficult than others to find a vaccine for given the bolded part of your information.
