Well, I get that it means high quality, but I'm wondering how that's measured.  I personally would include Arms or Ring Fit.  Is this just a personal preference thing, or is there some objective basis to decide?

Honestly I don't think quality can be entirely objectively measured when it comes to something as subjective as entertainment. In the case of those two I personally would say ARMS lacks content and Ring Fit while fine for what it is quite basic in terms of gameplay design.
