Plus if they are really beefing up the cooling components as leaked/rumored, it's likely at least partially there to boost APU clocks and not just for even quieter operation. This puts the TF even higher yet. This could partially explain why PS is waiting. They wouldn't be planning to redesign PS5 since the APU layout is locked in, but they can upgrade the cooling and boost clocks to get themselves closer to 12TF this way. It might require a beefier or more efficient PSU and larger case though, depending how well RDNA 2 scales with frequency. XB1 boosted it's CPU clocks a bit before launch, so PS doing something similar with PS5's GPU, even if more aggressive, wouldn't be out of the question.
