1. Unless you want to replay games there's not really a point IMO. Might be useful for stuff like Rocket League or terribly long games that you wouldn't be able to finish while you're subscribed. However, you also get a small discount on DLCs of games that are in Game Pass so that's a little more useful.
Most games leave after 12 months, so replaying them on Game Pass might not be possible. However there are a few cases of games returning such as Fallout 4, The Division and Metal Gear Solid V.

3. It would be more expensive for MS to keep all games on Game Pass forever. They chose to have a bigger selection of games that will move in and out instead of a smaller selection that is permanently available. I pretty much never replay games so this ideal for me because I know that for every game they're removing, I'm getting at least one new one.
