Capcom not allocating money for SFV in summer 2013 is not the same as Capcom not being able to afford to produce SFV without sony. A team not being allocated budget =/= a publisher being out of money.

Allocations of resources are freed up as other games are finished or cancelled. Street Fighter VI Ultimate, Dead Rising 3, Dragons Dogma Dark Arisen, Monster Hunter G, Monster Hunter 4, Dragon Ball Heroes, Sonic Lost World, Freedom Wars  are just some of the games finished by Capcom or Dimps, the developer who supported them on SFV in the period around 2013.

Add on top, the fact that lots of RD was going towards their custom engine Panta Rhei which was supposed to be the basis of their next gen games. When SFV was eventually announced it was using UE4, whereas IV used an inhouse engine.  

So again, his statement confirms only that he was not allocated budget or resources to make SFV in summer in 2013.

But don't worry, everybody reading the topic already understood that you are talking nonsense dude.

Comprehension is key. if you feel that confirms that Capcom couldn't afford to make SFV alone, then thats fine. As I said I understand that statement completely differently based on my understanding on games development, so its not enough for me. 

For example if EA limits the budget on the next Mass Effect, that doesn't mean that EA cant afford to make another Mass Effect. Or if Nintendo decided they would rather invest in Smash Bros DLC in 2020  instead of allocating Sakurai resources to simultaneously develop DLC and a completely new game, that doesn't mean they can't afford it or that resources won't be freed up 6months later for development to begin on that new game.
