It's worth noting that The Phantom Menace was fresh on Rotten tomatoes for the longest time. People often get the wrong idea from rotten tomates because it include more than jsut reviews from the time of release. Rise of Skywalker would actually be the worst reviewed of the Star Wars main sage at the time of release.
