Idk the answer for your question in regards to the anime and stuff. That's something in relation to production and planning and Idk how that works for the anime if the games and other products are involved. Unfortunately, none of us work in these fields or truly understand how much the staff go through in developing the projects for a franchise like Pokemon. And budget and time are something to consider as well. All sounds easy right?

Pokemon is the biggest multimedia franchise in the world. The video game franchise is 2nd biggest behind Mario. Money and budget should not be an issue whatsoever. They have all the resources they could ever want. They can easily hire more staff and developers so that they can make the games fans want within their deadlines.

They can also simply give themselves more time to make the games. And if that means delaying the other aspects of the franchise like the anime, the TCG, and merchandise, then so be it. Pokemon sells itself at this point and they'll more than be able to afford it. And the long term benefits would be well worth it. It worked out beautifully for Zelda with Breath of the Wild. Why can't the same be done for Pokemon?
