Im not sure to what extent Nintendo is involved in the development process, but I believe Game Freak has the final word on what the game will be. Nintendo could ask them to do better, but I don't think they could demand better quality. Its hard to say. I mean what is better quality when the games constantly sell over 10 million? What could they do to make the games sell even more at this point?
