It's not the best selling entry in the west as both VIII and IX have sold over double what it did in the west.

Citation needed. Shipment data refutes your over double statement.

DQ9 did sell 132k in its first month. So you can calculate revenue ($40 vs $60) to get an idea of the difference.

According to VGC, it sold 0.29 mil in NA and 0.22 mil in EU on PS4.  No revision needed, those sales are lack luster no matter how you want to look at it.  And TBH, if their expectations were any lower than what it sold, that just further proves my point of how little SE sees the sales potential outside of Japan currently.

Well, we know that the game shipped nearly 800k (number varies based on different trackers/digital estimations) in the West by November 2018 (Source), so that's obviously not correct. I was not using VGC as a source of my information.
