Well, it can just run NS games, as it doesn't add new features, it just omits existing ones, so we cannot consider it a new platform, but it cannot run them all. Technically we could define it a subset of NS. Or maybe, as it cannot run whole classes of NS games due to missing functionalities, even a vector subspace of NS.
