Earthbound was the inspiration for Undertale. The game was inspired by the Earthbound hacks Fox worked on previously, some of those elements were replicated in Undertale... So in a way, Undertale began as an Earthbound hack.
While I don’t doubt there are similarities with this Moon game, it wouldn’t surprise me if he had never heard of the game before Undertale.
