I'm actually not sure what happens. You would want multiple people to be able to edit the thread because such an upkeep requires alot of work. Specially if we were to go way back to the beginning and track all locked threads. Also where do you draw the line? do we report duplicate locked threads? Trolling locked threads? Do we start from today? or are we going to dip into the achieves? lot's of questions :P

In my opinion:

I'd start from today because fuck going back to times immemorial. 

I assume the duplication of locked threads would be dealt with the same as it is now. 

If only staff could post that should avoid people trolling locked threads.

That said, the utility of such an archive is questionable, don't know that it's something that would be crazy useful, but it would be nice every now and then.
