I don't think the 3DS was really by design supposed to have a life cycle that long given its actual sales, but there wasn't dick all Nintendo could really do.

The Wii U died prematurely and the Switch which would adopt the hybrid approach wouldn't be ready until 2017 ... there really wasn't much of a choice in the matter but to support the 3DS, even though its shipment numbers by 2016/17 were fairly low overall.

Pokemon Go came out of nowhere and gave the general brand a bit of a boost there which the 3DS capitalized a little bit on in its final years.
