No system of doing anything is perfect, obviously, but having it set out as a policy that people should use those facilities that correspond to their biological sex both lessens the odds of girls and women facing sexual assault and accordingly causes girls and women to feel safer in these most intimate of spaces. I don't see what's difficult to understand about that.
