Simplistically, yes.  But in that way Mario Maker is no different than the platform game maker engines that have existed forever.  There's something specific about tying it to a series that gives it a certain charm, and restricts the palette.  It's that restriction that makes these games compelling since it is easier to get started and utilizing those limited tools in imaginative ways is part of the fun.  I enjoyed my time with RPG Maker, but there is no soul in that game.  It just wasn't that fun.
