Nintendo said they understood that Tetris 99 helped the Nintendo Online subscription rate but they fail to promote it even further just to gauge the Tetris fans.

Maybe not free but why didn't they do something where the dlc was 10 for non subs and 5 for subscribers? That way it makes it feel like the online service has bonus value for those already subbed and if people aren't subscribed then they might be tempted to buy online to get the lower price on this. Win/win.

The way it is non Tetris fans aren't going to buy this for ten and Tetris fans are going to be tilted by the price

If you buy the DLC, the NO could get a discount to promote people jump to the online modes.
If you already in NO having at least a discount for this DLC would be enough, but free is better
