It makes sense if we think about our world, but in a different world, it could be possible.

Back in the middle ages to the 18th century, it'd be ok to have 15 year-old guys fighting for their country or working for the navy on distant locations. Send a 14 year-old to the world back then wasn't crazy.

Then adolescence theory came up and our society is now full of 30 year-old depressed "teenagers".

So, let's suppose a smaller world, where almost everyone is nice and crime rates are very low or there's almost no crime, and a 15 year-old is not considered a child any more and can travel the world and they don't have to go to college, then it sorta makes sense.
